The Attestation Chain for Educational Documents — Step by Step
For your nursing degree, medical degree, and mark sheets, here is the complete sequence.
Step 1 is Notarization in India. Your original certificate is notarized by a registered notary public before going to any state authority.
Step 2 is HRD or SDM Attestation in India. For Route 1 (standard), your educational degree goes to the State HRD Department of the state where your university is located. Common Mistakes Healthcare Workers Make with Sri Lanka Attestation

Completing your degree attestation does not mean your nursing council registration certificate and good standing certificate are also done. Both layers must be handled independently, and both must be complete before SLNC or SLMC will register you.
Going to the wrong state HRD office for your degree causes significant delays. Your degree must go through the HRD of the state where your university is located, not where you currently live. Check this before starting.
Not timing the good-standing certificate correctly is a common issue. The good standing certificate has a validity window. Applying too early and then waiting months for your Sri Lanka visa and travel means the certificate may expire before you submit it to SLNC. Apply for it close to when you expect to complete your other documentation.
Assuming Sri Lanka attestation is the same as UAE or Gulf attestation is a mistake nurses with Gulf experience sometimes make. Sri Lanka has its own specific chain, and MOFA is a separate step that does not apply in the same way for Gulf countries. The process requires specific adaptation.
